QSTI’s GSA Information Technology (IT) Schedule offers cutting-edge information technology and telecommunications services and products. QSTI’s labor categories, includes Program Management, ERP Consultants, Software Engineers, Hardware and Software Maintenance, Data Warehouse Specialists, System Analysts, and Network Engineers
Small Business Administration 8(a) Program
The SBA administers two particular business assistance programs for small disadvantaged businesses (SDBs). These programs are the 8(a) Business Development Program and the Small Disadvantaged Business Certification Program. While the 8(a) Program offers a broad scope of assistance to socially and economically disadvantaged firms, SDB certification strictly pertains to benefits in Federal procurement. Companies which are 8(a) firms automatically qualify for SDB certification. QSTI is currently performing IT and Construction Services under the 8(a) program with federal agencies such as the General Service Administration(GSA), The Department of Justice (DOJ), Fort Detrick, and The Federal Bureau Investigation Academy in Quantico Virginia.
GSA Alliant
The Alliant Government wide Acquisition Contract (Alliant GWAC) is a Multiple Award, Indefinite Delivery, Indefinite Quantity contract to provide information technology solutions through performance of a broad range of services which may include the integration of various technologies critical to the services being acquired.
The Contractor shall provide all management, supervision, labor, facilities and materials necessary to perform on a task order basis. QSTI/SRA has teamed together to support the various tasking for this ID/IQ Contract Vehicle.
Washington Metro Transit System
WMATA assigns DBE participation goals on a contract-by-contract basis on federally funded construction contracts having a total dollar value greater than $500,000 and on non-construction procurements (i.e., contracts for services, supplies and equipment) having a total value greater than $100,000. QSTI has been an approved vendor since 2004 and has participated in sub-contracting agreements with Mid-American Elevator Company providing technical and electrical support.

The Chief Information Officer Solutions & Partners 2 Innovations (CIO-SP2i) contract provides strategic, agency-level support, and project-oriented IT solutions in: contract and task order management; chief information officer support; outsourcing; IT operations and maintenance; integration services; critical infrastructure protection and information assurance; digital government; enterprise resource planning; clinical support, research, and studies; and software development. The CIO-SP2 contract is available through December 2010 for use by all government agencies. QSTI/SAIC has teamed together to provide IT Solutions for this ID/IQ contract vehicle.
SIDDOMS-3 (Federal)
D/SIDDOMS 3 is a contract vehicle to provide for transition of ongoing projects for system integration, software development, sustainment of day-to-operations, data management and data warehousing, and to support new trends, objectives and technologies that will come into play over the next 10 years. QSTI is part of SAIC Teaming arrangements to support the US Army.
Veterans Affairs Management Studies and Analyses (VAMSA-Federal)
Under this contract, QSTI will team with SAIC to provide IT and telecommunications services to customers throughout the federal marketplace. The GITSS vehicle incorporates 22 distinct functional areas including LAN support, IT security, Web development, software development, independent verification and validation, network infrastructure support, IT strategic planning, and e-commerce.
NITAAC (Federal)
The contract was structured as Indefinite Delivery/ Indefinite Quantity (ID/IQ) contracts, using task and delivery orders for the acquisition of specified services and supplies. QSTI has been selected as on of the vendor to provide IT Support under is ID/IQ
MDOT (State and County) Maryland and Montgomery County
The Maryland Department of Transportation, Office of Minority Business Enterprise has two primary functions: Minority Business Enterprise (MBE)/Disadvantaged Business Enterprise (DBE) certification for the State of Maryland and the administration and coordination of the MBE and DBE Programs within the MDOT administrations. QST has been certified as a DBE and is currently providing IT Services for the Maryland State Department of Budget and Management. This certification has also allowed QSTI to be selected to perform IT Services for Montgomery County for agencies such as Department of Human Service, Department of Liquor Control, and Montgomery County Park and Planning Commission. QSTI is currently providing multiple sub-contract opportunities with Nichols Contracting, Inc that are related to Construction needs. QSTI is one of the minority leaders in the State of Maryland providing Elevator/Escalator Installation and Renovation.
Maryland/District of Columbia Minority Supplier Development Council (Commercial)
The Maryland/District of Columbia Minority Supplier Development Council (MD/DC MSDC) is a privately funded, non-profit, small business development organization established in 1972. Its' primary objectives are to enhance business opportunities and educational development by consolidating the interests and resources of major corporations and minority business enterprises (MBEs). The Council's services and programs provide both minority suppliers and corporate representatives varied opportunities to build mutually productive working relationships. QSTI has been a member of this organization since 2004.
Washington Airport Authority LBE
The DBE Program covers contracts that are funded in part or in whole with federal dollars. This program provides opportunities to firms who meet the federal eligibility standards for DBEs. The Authority must comply with Department of Transportation regulations in 49 CFR Part 26, when certifying DBEs. To qualify as a DBE under 49 CFR Part 26, a business must be a small business (as defined by the Small Business Administration) which is at least 51 percent owned by one or more socially and economically disadvantaged individuals. African American, Hispanic Americans, Native Americans, Subcontinent Asian Americans, Asian-Pacific Americans and women are presumed to be socially and economically disadvantaged. QSTI has been an qualified vendor since 2005.

In 2005, QSTI was selected as one of the five vendors for the Request for Proposal: 7141.1 to supply Telecommunication and Network Wiring Installation and Integration Support for Montgomery County Public Schools. These services requires a firm to be specializes in three critical areas of cable installing which includes Material Supply, Low Voltage Wiring Design and Installation, and Cable Installation Work Force Development. Within these core competencies, our Wiring professionals have decades of experience, world-class skills, and state-of-the-art expertise in the Full Project Life-Cycle Management, Management of Phases with in the Project Life-Cycle and Material Logistics
The Montgomery County Department of Health and Human Services:
The Montgomery County Department of Health and Human Services (DHHS) provides health and social services to clients in need in the County. DHHS manages funds received from the County (MCG) General funds and Grant funds. These MCG Funds are financed through County tax revenue, State of Maryland grants and pass-through, and the U.S. Department of Health and Human Services. DHHS also manages the disbursement of funds set aside by the State of Maryland Aid for Families with Dependent Children (AFDC) program in a separate account that is owned by the State.
